Should maths and English be taught after 16 to struggling pupils?

The education secretary, Michael Gove, has announced that pupils in England who fail to achieve a C grade or higher in GCSE English and maths will have to carry on taking the subjects until they are 18. Do you think this is a good policy?

Poll on website, but was wondering what you thought.

I can see the point as Maths and English are so important, but I do have to wonder - if they haven't got it by 16, what's going to be different between 16 and 18? Perhaps a different approach would be needed for them.
